It's a Unisonic Technologies UC3845L DIP-8 High Performance Current mode PWM Controller. With a small number of external components, it is a high-performance fixed frequency current mode controller that is intended for off-line and DC-to-DC converter applications. UC3845 has UVLO thresholds of 8.5V(ON) and 7.6V(OFF) for lower voltage applications.
